There is no ranking of people to publish for Malta
Who sits on the most boards, and who stands behind the largest companies. Neither can be ranked here: the Malta Business Registry publishes no officer or shareholder data at all, so this site holds no people to rank. What it can rank is companies, on the accounts the listed issuers file.
Malta does not publish company officers as open data
Directors, the company secretary, legal representatives, liquidators and shareholders are all held by the Malta Business Registry, and none of them is in its open-data service. That service publishes three operations — list companies, show one company, download the register as a file — and the people are in none of them. They are filed each year in the annual return, and an annual return is a document: under the Companies Act (Fees) Regulations, S.L. 386.03, copies are charged per sheet, and no reuse rights are stated with them.
Beneficial owners are further out of reach again. Public access to Malta's register of beneficial owners was withdrawn after the Court of Justice's judgment in WM and Sovim SA v Luxembourg Business Registers (joined cases C-37/20 and C-601/20), and Legal Notice 184 of 2026 now grants access in three tiers: competent authorities, obliged entities carrying out customer due diligence, and any person who can show the Registrar a legitimate interest in preventing money laundering, at €5 a request. A company directory is none of those three.
These are also names of living people. The GDPR applies in Malta directly, and a licence on the Registry's company file is not a lawful basis for publishing someone's home address, identity-card number or date of birth. Even where a name could be obtained lawfully, none of those fields would appear here.

What this site has instead
Everything the Registry does publish openly: 121,029 companies with their registration number, legal form, status, registered office and line of business, and the audited figures filed by the listed issuers who report under the Transparency Directive.
